One partner for your European EPR compliance2026-10-05T13:59:44+00:00

One partner for your European EPR compliance

If your products contain packaging, use batteries, include electronic components or incorporate textiles, Extended Producer Responsibility (EPR) obligations apply every time you sell into an EU Member State or the UK. The challenge is not understanding EPR. It is managing registration across multiple national schemes, each with its own portal, language, deadline and fee structure, at the same time.
24hour-AR handles EPR registration across EU and UK markets through our own local entities, enhanced with a partner network of local Producer Responsibility Organisations (PROs). One point of contact manages the process for your entire product range.

Who this is for

  • Companies outside the EU selling packaged goods, electronics, batteries or textiles into the EU or the UK.
  • Sellers who have received an EPR notice from Amazon, bol.com, Zalando or a distributor asking for a registration number.
  • Businesses entering a new EU market that need to be registered before the first sale.
  • Companies with several product lines that fall under different EPR schemes in different countries.
  • Anyone who would rather have one contact than a separate provider in every country.

Why EPR is harder than it looks

EPR is a national obligation, not an EU one. Registering in the Netherlands does nothing for Germany. Each country has its own register, its own scheme (or several), its own reporting cycle and its own definition of who counts as the producer. Since the Packaging and Packaging Waste Regulation (PPWR) became applicable on 12 August 2026, most countries also expect producers without a local establishment to appoint an Authorised Representative for EPR in that country.
The result for a company selling into five countries: five registers, five or more schemes, up to fifteen reporting deadlines and a different representative in each market. That is what we take off your plate.

What we do

Packaging EPR in the Netherlands: your formal authorised representative

We act as your Authorised Representative for Extended Producer Responsibility for packaging in the Netherlands.* As your AR, we:

  • are recorded as your EPR representative in the Dutch producer register;
  • fulfil your EPR obligations in your stead: registration, annual packaging declarations and keeping your details up to date;
  • are the addressee and contact point for Verpact and the Dutch competent authority;
  • carry the compliance exposure that comes with the role.

On top of that, we support you with your registration as the producer with Verpact and take care of the periodic declarations through PackTool and the new Verpact portal.

*In the Netherlands, an EPR authorised representative is legally required for producers that are not established there. For packaging, this requirement is not yet enforced: Verpact still allows EU companies to register directly. It becomes a hard requirement once Verpact and the Dutch producer register implement the PPWR. Appointing us now means you are ready when it does.

WEEE and battery EPR in the Netherlands: registration and compliance management

For electrical equipment and batteries, we support you with your registration as the producer and handle the periodic declarations.
Article 56(3) of the EU Batteries Regulation has made an authorised representative mandatory since 18 August 2025 for distance sellers into a Member State where they are not established, and the WEEE Directive contains a similar requirement. The Dutch particularity is that Stichting OPEN, the Dutch collective scheme for WEEE and batteries, positions its collective arrangement as fulfilling the AR function for participating foreign producers. You therefore do not need a separate Dutch representative for these streams. What you do need is a correct registration, the right classification and declarations that are filed on time. That is what we manage for you.

EPR in other EU countries and the UK

Once you have appointed us in the Netherlands, we quote the other countries you sell into per country, so you only appoint an authorised representative for EPR where it is actually required and only join the schemes that apply to your products. We work through our own local entities and a partner network of local producer responsibility organisations and representatives, with 24hour-AR as your single point of contact. The exact obligations per country are confirmed during onboarding.

Schemes and countries we cover

Scheme Products Netherlands Other EU countries and UK

WEEE EPR Electronics, appliances, IT equipment Own entity, registration and compliance management Own entities and partner network
Batteries EPR Portable and integrated battery products Own entity, registration and compliance management Own entities and partner network
Textiles EPR Apparel, footwear, home textiles In force since 1 July 2023. Registration and annual reporting Partner network, where a textile scheme exists (UK: voluntary)

Why you need an authorised representative, not just a consultant

Plenty of service providers will file your declarations. Only an authorised representative can do the following four things:

  • Be your EPR representative in the national producer register. The register entry is a legal designation, not an admin task.

  • Fulfil your EPR obligations in your stead. Under a written mandate, registration, reporting of quantities, scheme participation and information to the authorities are performed by the AR with legal effect.

  • Be the contact point for the competent authority. Authorities deal with the registered representative.

  • Carry the compliance exposure. The AR answers for the obligations covered by the mandate. That is what the recurring AR fee is for.

Everything else is compliance management: collecting packaging data, classifying products, preparing declarations, entering data in portals, monitoring deadlines and answering marketplace requests for your EPR number. We do that too, and for the Netherlands it is included in the annual fee.
And because 24hour-AR already acts as EU Authorised Representative, UK Responsible Person and EPREL registrant for many of our clients, EPR fits into a compliance setup you may already have with us, with one contact and one mandate structure.
Two things nobody can take over from you: supplying complete and accurate data, and the product side obligations under the PPWR (design, labelling, conformity). For those, see our PPWR Guide.

How it works

  • 1

Start in the Netherlands. Tell us what you sell into the Netherlands. Based on your information we confirm which streams apply (packaging, WEEE, batteries or textiles) and send you the mandate.

  • 2

Appoint us. You sign the written mandate. From that moment we are your Authorised Representative for EPR in the Netherlands and your single point of contact.

  • 3

Register and report. We register you with Verpact and Stichting OPEN, file your periodic and annual declarations and keep your registration details current.

  • 4

Expand country by country. Tell us where else you sell and we quote per country. Where a local representative is required, we appoint our own entity or a partner. Exact obligations per country are confirmed during onboarding.

  • 5

Stay compliant. We monitor regulatory changes, deadlines and scheme fees and tell you what changes for you before it happens.

Frequently asked questions

I heard the EU wants to suspend the AR requirement. Should I wait?2026-09-16T14:43:46+00:00

The Commission proposed suspending the mandatory AR for EU based producers. The Council rejected this in June 2026 and the Parliament is considering a version limited to micro and small enterprises. Non EU producers stay in scope in every version on the table. The obligation applies today, and marketplaces and authorities are checking now.

Does appointing an AR remove my own liability?2026-09-16T14:43:32+00:00

No. Under the PPWR the producer remains ultimately responsible; the AR performs the obligations in your stead and is accountable for the work covered by the mandate. You remain responsible for providing complete and accurate data.

Who pays the scheme fees if 24hour-AR is my representative?2026-09-16T14:43:08+00:00

You do. Scheme fees are calculated on the quantities you place on the market and are invoiced by the scheme to the registered producer. Our fees cover representation, registration and reporting, not the waste management contributions themselves.

Is the EPR authorised representative the same as the authorised representative under Article 17 PPWR or the general EU Authorised Representative?2026-09-16T14:42:52+00:00

No. These are separate roles with separate mandates. The EPR AR represents you for registration, reporting and scheme participation. The manufacturer’s AR under Article 17 PPWR performs packaging conformity tasks. The general EU Authorised Representative covers product legislation such as CE marking. 24hour-AR can perform all three, under separate mandates.

Is there a minimum quantity before EPR applies?2026-09-16T14:42:37+00:00

It depends on the country. Germany has no threshold: one shipment triggers the obligation. The Netherlands currently applies a 50,000 kg packaging threshold (not for single use plastic or deposit packaging), which is expected to disappear under the PPWR. Belgium applies 300 kg. We check this for you.

Do I need to register if I only sell via Amazon or another marketplace?2026-09-16T14:42:16+00:00

Yes. Selling through a marketplace does not transfer producer responsibility to the marketplace. In Germany, France and several other countries, marketplaces are legally obliged to check your registration and delist sellers without one.

What is my EPR number?2026-09-16T14:41:49+00:00

There is no single EU EPR number. Each country and stream issues its own: your Verpact relationship number in the Netherlands, your LUCID number, WEEE-Reg.-Nr. and Batt-Reg.-Nr. in Germany, your Recupel member code in Belgium, and so on. Marketplaces such as Amazon ask for the number that matches the product category and the country of sale.

Do I need an EPR authorised representative in every EU country I sell to?2026-09-16T14:41:29+00:00

Not always. Under the PPWR, a producer must appoint an AR for EPR in each Member State where it makes packaging available and is not established. For WEEE and batteries the same principle applies, but some countries let the collective scheme fulfil the role (Stichting OPEN in the Netherlands, Recupel in Belgium), while others require a separately registered representative (Germany). We confirm this per country during onboarding.
